Community Energy Saving Programme (CESP)
Carillion Energy Services can access funding through the Community Energy Saving Programme (CESP) for households in specific low income areas across Great Britain to improve energy efficiency standards and permanently reduce fuel bills.
What is CESP?
The Community Energy Saving Programme (CESP) is a Department of Energy and Climate Change (DECC) initiative to improve energy efficiency standards across Great Britain. To achieve this, DECC has placed a legal obligation on both energy suppliers and energy generators to deliver these improvements through the promotion of energy efficiency measures into domestic properties.
CESP will be delivered through the development of community-based partneships (involving local authorities) along with suppliers and generators. Partnership working will allow CESP to be implemented in a way that is best suited to individual areas and coordinated with existing initiatives. The scheme will encourage energy suppliers and electricity generators to deliver a package of CO2 and fuel bill cutting measures in each individual home, with the aim of improving energy efficiency and lowering energy consumption for each particular household: the ‘whole-house’ principle.
This whole-house approach should enable local authorities and householders to make a single decision about which measures are installed rather than a series of decisions about a range of individual measures.
What areas will qualify for CESP?
CESP is an area based scheme and the Indices of Multiple Deprivation (IMD) has been used to identify areas with the highest level of low income housing. In England, the lowest 10% of areas ranked by income score in the IMD) will qualify and in Scotland and Wales, the lowest 15% of areas will qualify. All domestic properties in an area, regardless of tenure or occupant, are eligible for CESP. A list of qualifying areas can be found on the
